Djuanda’s DECLARATIONwhich was proclaimed on December 13 1957, was an important historical milestone for the Indonesian nation.
More than just a declaration, it is a firm statement of the sovereignty and territorial integrity of the world’s largest archipelagic nation.
Through this declaration, Indonesia officially claims the territory sea which is much more extensive than previously acknowledged, changing the map maritime world and opened a new chapter in the nation’s history.
Before the Djuanda Declaration, the concept of Indonesian maritime territory still referred to colonial regulations which limited maritime sovereignty to only three miles from the coastline. This rule is clearly detrimental to Indonesia, considering its geographical characteristics as an archipelagic country with thousands of islands.
With a far-sighted vision, Prime Minister Djuanda Kartawidjaja proposed the concept of an “archipelagic state”.
This concept states that all seas between and around the Indonesian islands are an integral part of the country’s territory. This concept was later passed into law and recognized internationally through the 1982 UN Convention on the Law of the Sea (UNCLOS).
The Djuanda Declaration had a very significant impact on Indonesia. Indonesia’s territorial area has increased drastically, making it the largest maritime country in the world. This vast sea area holds enormous natural resource potential, ranging from fisheries, minerals, energy, to tourism.
Indonesia’s maritime economic potential is estimated at trillions of rupiah per year. Unfortunately, this potential has not been exploited optimally. Indonesia still faces various challenges, such as unsustainable resource management, inadequate infrastructure, and limited human resource capacity.
Despite facing various challenges, the Djuanda Declaration remains a very valuable legacy for the Indonesian people. This declaration has provided a strong legal basis for the management of Indonesia’s maritime areas.
However, to be able to realize the enormous maritime potential, more serious efforts are needed from all components of the nation, namely:
- Strengthening law enforcement at sea, to protect marine areas from various threats, such as fishing theft, smuggling and environmental damage.
- Development of maritime infrastructure, construction of ports, docks and other facilities to support economic activities at sea.
- Increasing human resource capacity, through education and training, to produce competent workforce in the maritime sector.
- International cooperation, to overcome maritime problems that cross national borders.
The Djuanda Declaration is a very important historical milestone for the Indonesian nation. Through this declaration, Indonesia has confirmed its sovereignty as a maritime country. However, to be able to realize the dream of becoming the world’s maritime axis, continuous and comprehensive efforts are needed from all components of the nation. (various sources/Z-1)
